Understanding CARICOM's Ten-Point Plan for Reparatory Justice
The Caribbean Community (CARICOM) has developed a Ten-Point Plan for Reparatory Justice as a framework for regional and international discussions on the historical and continuing impacts of slavery, Indigenous dispossession and colonialism. Developed through the CARICOM Reparations Commission, the framework was first adopted in 2014 and was revised in 2026 as A Manifesto for the Coming Enlightenment.
The revised plan outlines ten areas for consideration, ranging from formal apology, cultural heritage and education to public health, psychological rehabilitation, technology and development, and debt and monetary measures.
Following discussions held during the Windsor Convening 2026, OEDD is sharing the document as an informational resource for those interested in learning more about CARICOM's framework and the wider international discussion on reparatory justice.
